How can I make so that the images on this file(example: http://www.example.com/uploads) are able to be used on a <img> tag anywhere or accessed by direct URL, but no other images in the directories are able to be hotlinked? (example: http://www.example.com)

you'd have to do something fancy with .htaccess, someone around here should know how to do this, as I'm not a .htaccess guru

If I understand your question it seems to me like the simple solution would be to put that image in a folder by itself with a .htaccess file that allowed hotlinking. Your main .htaccess file would prevent hotlinking for all other images.
